2.1 To promote research in various fields of specialization in the health sciences by providing an environment for the conduct of integrative and collaborative basic, applied, and clinical research and development, contributing to the dissemination and application of knowledge and shaping national health policies

3.0 QUALITY STATEMENT

3.1 Quality assurance will be cultivated among staff and researchers. Creating such a culture involves encouraging creative and critical thinking and constructive technical criticism among staff and researchers as a means to improve research quality. The objective is to promote cooperation, intellectual curiosity, and excellence rather than solely promoting compliance with rules and procedures. Such an environment facilitates compliance with high scientific and ethics standards, as well as professionalism and an open exchange of ideas.

4.0 FUNCTIONS OF THE OVCR

• The OVCR supervises and coordinates the programs and activities of existing and future research-related units and offices of the university and advices the chancellor on research personnel recruitment, promotion, request for leave, secondment and similar matter including the preparation for necessary papers;
• represents UP Manila in systemwide committees related to research;
• prepares reports on research matters requested by the University and other institutions;
