Office of the Vice Chancellor for Administration and Finance

 

 

The Office of the Vice Chancellor for Administration and Finance (OVCAF), is the highest executive office that assists the Chancellor in the management of the Administrative functions of the University. It is in charge of the development, implementation, and evaluation of policies, programs, and activities in the management of the University’s resources-- including Human Resource, Financial, and Property Resources-- in an efficient and effective way. It follows the Vision and Mission of UP Manila, but has its own Mission and Objectives to continuously improve the operations efficiency of the University, particularly in the Administrative offices, in support of the primary mandate of the University in teaching, research and extension service.
 

HISTORY

In 1988, U.P. Manila was reorganized in response to a clamor for a more democratic governance. The 1988 U.P. Organizational Chart shows the University Council as the policy governing body for Academic matters. Directly under the Chancellor are the Staff Offices and the Administrative Service Offices.

In 2003, The proposed reorganization of U.P. Manila, including the Central Administration, was presented to the Board of Regents (BOR) by the former U.P. Manila Chancellor Marita V.T. Reyes. It was an updating of the last reorganization structure that was approved by the BOR in 1988.

The Office of the Vice Chancellor for Administration was renamed as the Office of the Vice Chancellor for Administration and Finance (OVCAF) on March 25, 2021 as per approval  of the Board of Regents in its 1359th Meeting. It formalized the supervisory responsibility of the Vice Chancellor over the  Finance offices, namely,  Accounting, Budget and Cash Office.

OVCAF MISSION AND GOALS

MISSION

To lead the University of the Philippines Manila in its pursuit of excellence and relevance through effective and efficient performance of its mandate as the highest executive office in charge of the development, implementation, evaluation, and updating of administrative policies, programs, and services through policy formulation

 

GOALS

To assist in the development, implementation, and updating of administrative policies, programs, and services through policy formulation--its efficient operationalization, monitoring and evaluation, and to ensure the holistic growth and development of the administrative workforce.

 

The OVCAF TEAM consists of Assistant to the Vice Chancellor for Administration and Finance, Executive Assistant, Technical Assistant, Administrative Assistant (Driver), Administrative Aide, Administrative Services Officer, University Researcher and CPC Team (Central Point of Communication)

 

Functions of the OVCAF

  • Supervises and coordinates the plans, programs and activities of the Human Resource Development Office, the Accounting, Budget and Cash Offices, the Procurement Office, the Supply and Property Management Office, and the Information Management Service/Office
  • Supervises and coordinates the plans, programs and activities of the Central Point of Communication, specifically on the flow of transactional documents, both on manual and electronic platforms
  • Chairs the UP Manila Fiscal Policies and Operations Committee
  • Guides the deliberation of the Finance Committee on income and investments and on prudent use of the University’s fiscal resources
  • Assists the Chancellor on budgetary planning, budget execution, programming and reprogramming of funds0
  • Advises the Chancellor on administrative staff recruitment, appointment, retention, and promotion
  • Recommends to the Chancellor policies, procedures and implementing guidelines on personnel benefits
  • Supervises and coordinates the activities of the Creche, the UP Manila’s Day Care Center
  • Represents UP Manila in System committees as ex officio member
